Heres a very simple, easy and lightweight to implement security webcam
Webcam Timershot
This PowerToy lets you take pictures at specified time intervals from a Webcam connected to your computer and save them to a location that you designate.

What it does is it saves pictures every certain seconds.
average filesize of the picture is about 13kb.
However the quality of the picture will depend on your webcam.
A highspeed capture webcam is needed which im not sure if there are available.
Why highspeed? because if you use ordinary webcam and a walking person
Will look like a ghost person, face is not clear. even if you set it 1 second capture.
