The "Gloria-Garcillano" Tapes

At least five versions of the alleged taped conversatiions between Pres. Gloria Macapagal-Arroyo and Comelec Commissioner Virgilio Garcillano have come out in the media. Atty. Alan Paguia's version is about 30 minutes, apparently taken from the three-hour-long recording in Atty. Samuel Ong's possession, the one the former NBI deputy director refers to as "the mother of all tapes."

The authenticity of the Hello Garci tapes will be difficult to determine because of so many versions. What is interesting at present is it's possible connection to the ZTE-NBN scandal. In reality the ZTE-NBN project should be under DOTC but why was Abalos brokering for it and taking gargantuan commision at it. Perhaps he was trying to collect from a Malacanang debt. If he was, what debt could that be that connects with Comelec. It's only speculation but it is possible that it is about the 2004 elections where Garci allegedly manipulated election results in Mindanao to help GMA win the presidency. Magkamaganak pala yung "mother of all tapes" at yung "father of all scandals"
