sa social studies ko nung 1st yr HS ako,.. meron akong nabasa na hindi na wedeng mag.declare ng Martial law ang presidente (under d 1986 constitution)... at kung kailangan man, siguro dapat munang dumaan sa congress kung pwede bang magdeclare ang pres.

pero di ibig sabihin na napatupad na eh pwede na....

pagkapatupad nyan, dadalhin yan sa kongreso kung may sapat na grounds ba yung papapatupad nyan, kung meron ok cige, kung wala, ipapatigil ng kongreso, actually pwede pa ngang magextend nyan eh...hehehehehe
