With the unhampered access and widespread use of the internet today, Sen. Chiz Escudero wants to regulate internet access by Filipino children through a bill he filed at the Senate.

Escudero explained that his proposed Child Internet Safety and Protection Act of 2008 seeks to prohibit and restrict the access of harmful materials in the Internet by minors.

“If the Internet already serves as a medium that caters pornography, violence and other immorality to minors, it is submitted that proper regulation should be implemented,” he said.

Senate Bill No. 2098 wants all commercial establishments or public Internet points offering Internet services to provide filtered “clean feed” Internet service to users below 18 years old.

“The State shall encourage and make widely accessible the use of similar filtering products for households to enable parents and guardians to block web pages that are considered unsuitable to children,” he said.

Under the said bill, Internet cafes and establishments offering Internet service must only use Internet filtering software duly approved and prescribed by the Child Internet Safety Council (CISC) which will be created under the proposed Child Internet Safety and Protection Act of 2008.

Functions of the CISC which will be under the Department of Social Welfare and Development and with representatives from other concerned government offices include determining harmful websites and Internet contents to which children’s access shall be restricted and conduct regular inspections of establishments offering Internet service.

A fine of P50, 000 will be imposed for violators. This will be doubled to P100, 000 if they committed the offense for the second time.

Commission of the offense for the third time will face violators a fine of P200, 000 and revocation of their business permits and licenses.

sana wag negosyo ang patutunguhan nyan..gagawa ng software tapos ibebenta ng mahal ..sana libre para ma implement agad.. saka isa pa ..it depends on how the parents motivate the child

ayos din naman to...basta walang ibang sides at clean motive lang po...

eto ang advantage ng younger politicians dahil they tend to be somewhat aware of what's actually happening or should i say "worsening" sa mga bagay bagay dito sa web...

This is a very good start. Sana maging maganda ang kalabasan nito :D

Mahirap talaga ma kontrol ang mga bagay na ito lalo na sa mga minors. Kaya ang challenge talaga nasa guidance at supervision ng mga parents :D

panibagong gastos na naman yan on the part of government pero that will not solved immorality in this country! Hindi sa internet cafe nakaka access ng mga porn pictures and videos ang mga bata kundi sa sarili nilang mga bahay! kya dapat mag start sa bahay hindi sa internet shop! thats nonesense bill! strict implementation lang ng mga existing law ang kailangan:slap:

di ba yung mga anti virus na software kasama na yung child restricted...like kaspersky

pwede mo i-restrict ang pag browse ng child sa internet....

oo dapat gumawa sila ng free ware na pweding ma download ng lahat ng concerned adults. mapa business man o personal use.

anong mapapala ng Pilipinas kung panay tayo impliment tapos singil?:noidea:

malamang kung gagawan nga nila ng proram, ang laman lang nun e mga list ng porn sites an pag nai un pack mag iintegrate o mag memerge sa mga browsers ng mamamayan.

kungmakikipag partner o tulungan lang sila sa mga Network providers/ ISP, pweding lagyan ng option ang next subscription mo na mag palagay ng feature na may adult filtering,
para sa simulang araw palang ng mag palagay ka ng linya for internet either business or personal use, mapeprevent mona kagad ang pag access sa mga unwanted sites diba?

parang registry lang din nmn ang gagalawin dito para maactivate e, o plug in sa browsers.

sana lang talaga libre.

ayos to....hehehe....suggestion ko lang sana para mabawasan yung mga hacked sa mundo bawat software may isang free version kahit mejo bawas na...kasi yung Microsoft ang bulok sa pilipinas ilan kaya yung nakaoriginal????? 1%?? hahahah.....

saka sa internet...nasa bata mismo din kasi ska sa magulang....kahit anong sites jan basta matino ehdi pupuntahan....hehe......

the bill is very good in itself but the problem is the implementation. the government will have a hard time in trying to implement the bill coz there are thousands of internet cafe's nationwide.. and dati, pag nasa internet cafe ako with child filter, i can still penetrate through the filter by either reinstalling the browser or downloading a new browser..

ive read one of the comments, and i think he was wrong when he said that it will solve immorality in the philippines since no matter what you do, kahit iBAN pa yang porn, there are still things that will unconsciously instill immorality in the minds of the children.. kahit nga ung mga TV shows sobrang dami ng immorality..

if the government is having a hard time in regulating immoral acts on the television and in the movies, panu pa kaya sa mga internet cafe?

the bill is very good in itself but the problem is the implementation. the government will have a hard time in trying to implement the bill coz there are thousands of internet cafe's nationwide.. and dati, pag nasa internet cafe ako with child filter, i can still penetrate through the filter by either reinstalling the browser or downloading a new browser..
