Microsoft has released Windows 8 Developer Preview to public which can be downloaded using this link.

Please note that "Windows 8 Developer Preview with Developer Tools" doesn't support upgrade from Windows XP, Vista or 7. You'll need to do a clean install.
If you want to upgrade existing Windows version to Windows 8, you'll need to use either 32-bit or 64-bit edition of Windows 8 Developer Preview without Developer Tools. One more thing to keep in mind! If you upgrade from Windows Vista or 7, Windows 8 will keep your accounts, files and settings but if you upgrade from Windows XP, Windows 8 will only keep your accounts and files but not settings.
Processor: 1 gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64)
RAM: 1 gigabyte (GB) (32-bit) or 2 GB (64-bit)
HDD: 16 GB available hard disk space (32-bit) or 20 GB (64-bit)
DirectX 9 graphics device with WDDM 1.0 or higher driver
Taking advantage of touch input requires a screen that supports multi-touch
To run Metro style Apps, you need a screen resolution of 1024 X 768 or greater
