Leveling of mods has nothing to do with seniority or excellence. It simply tell us the number of 'zones' they can handle right now based on their time availability. As you can see the higher the level, the higher the number of forums assigned to them. Greater responsibility requires greater time commitment. So expect the moderators to exchange positions or levels since time will definitely come that others will experience frequent busyness in their life outside symbianize hampering them to efficiently do their mod duties here, or others might experience slack schedule giving them additional time to do more.
You might notice there are 6 vacant positions right now so if you have time to spare and willing to keep our forums in order, we urge you to join our moderating team. Apply as Moderator Trainee (http://www.symbianize.com/showthread.php?t=8045). You won't become a moderator without undergoing the moderator training. We only choose those whom we think are ready so if you were picked, your chance of becoming a moderator is very high.
