It is a known issue that Vista Home Premium lacks some networking patches present in the Vista Ultimate OS.
Try upgrading your licensed Vista Home Premium in Microsoft's website...or better..... switch to Vista Ultimate OS...
Don't use IE....Install the latest version of Mozilla Firefox or Opera browser..
If the error "Page Cannot Be displayed" continues:
1. In your browser privacy/options settings, "clear cache".
2. Delete all " download History".
3. Clear all cookies...
Close browser and reboot PC...retry internet connection.
Hope that works.
