Use the settings for your broadband network profile

Access Number: *99#
For Ultrasurf User: Open Ultra Surf, set Manual Proxy to 202.138.159.78 8080
For VPN User: For TCP only, add this line on your .ovpn config
http-proxy-retry 99 retry on connection failures
http-proxy 202.138.159.78 8080
