This was a discussion I had with two of my "white hat" hacker friends one summer night back in 2009. We never met each other in person. Every night we just shared tons of ideas via a channel I created in Dalnet IRC. One of the things we've discussed was, and we have talked about this for many nights, we even tried to plan for it. Unfortunately, it never materialized.
The idea was, WHAT IF, all the government offices and/or institutions here in the Philippines (Senate, Congress, SSS, PNP, PhilHealth, Hospitals, DepEd, DENR, DPWH, etc.) would use GNU/Linux as a "national" operating system. Maraming bansa na ang gumawa nito. For example, India created BOSS for their government, Cuba has Nova, Indonesia has IGOS Nusantra and many other countries like China, Iran have their own variants as well. Instead of buying Windoze licenses, a GNU/Linux license would be far more cost effective. Imagine the millions of pesos our government can save. Pera na maari pang magamit for other purposes tulad ng additional schools, or pag improve ng ating mga public hospitals, etc.
Also, WHAT IF ALL of our government websites and apps is served and maintained in one location, in one GNU/Linux server or it could be a number of servers but, in one single location? I'm not sure today, pero back in 2009, there was one government website that we've checked that's being served from an IIS server on a Windows Vista. That for me as a tax payer is definitely a red flag. I know there would still be challenges but I think our government's internet presence would be a lot safer that way. Our government can then (if they may) establish a specialized IT Department who would develop, maintain and secure these government websites and apps. The government can also select only the elite IT personnel for this department.
One challenge would be the learning curve since the majority of the government offices here uses Windoze so, we thought this idea could be applied gradually, say for example, sa DepEd muna then another government office or institution, unti unti lang. Many other governments have done this already and it worked for them, made them safer from bad hackers and they were able to save money that can be used in other projects. At marami pang ibang benefits.
This may be just a wishful thinking, but then again... WHAT IF??? Ano sa palagay nyo mga ka Mobi?
