This was a discussion I had with two of my "white hat" hacker friends one summer night back in 2009. We never met each other in person. Every night we just shared tons of ideas via a channel I created in Dalnet IRC. One of the things we've discussed was, and we have talked about this for many nights, we even tried to plan for it. Unfortunately, it never materialized.

The idea was, WHAT IF, all the government offices and/or institutions here in the Philippines (Senate, Congress, SSS, PNP, PhilHealth, Hospitals, DepEd, DENR, DPWH, etc.) would use GNU/Linux as a "national" operating system. Maraming bansa na ang gumawa nito. For example, India created BOSS for their government, Cuba has Nova, Indonesia has IGOS Nusantra and many other countries like China, Iran have their own variants as well. Instead of buying Windoze licenses, a GNU/Linux license would be far more cost effective. Imagine the millions of pesos our government can save. Pera na maari pang magamit for other purposes tulad ng additional schools, or pag improve ng ating mga public hospitals, etc.

Also, WHAT IF ALL of our government websites and apps is served and maintained in one location, in one GNU/Linux server or it could be a number of servers but, in one single location? I'm not sure today, pero back in 2009, there was one government website that we've checked that's being served from an IIS server on a Windows Vista. That for me as a tax payer is definitely a red flag. I know there would still be challenges but I think our government's internet presence would be a lot safer that way. Our government can then (if they may) establish a specialized IT Department who would develop, maintain and secure these government websites and apps. The government can also select only the elite IT personnel for this department.

One challenge would be the learning curve since the majority of the government offices here uses Windoze so, we thought this idea could be applied gradually, say for example, sa DepEd muna then another government office or institution, unti unti lang. Many other governments have done this already and it worked for them, made them safer from bad hackers and they were able to save money that can be used in other projects. At marami pang ibang benefits.

This may be just a wishful thinking, but then again... WHAT IF??? Ano sa palagay nyo mga ka Mobi?

Sa ngayon hindi pa natin ito kayang gawin ito kailangan muna nating umasa sa 3rd Party Software.. Antay-antay muna tayo dahil unti-unti na tayong bumabangon sa nakaraan administrayon..
 
tama ka jan, pwede mangyari yan, since galit naman si duterte sa US pwede niya iban ang windows sa pinas, dun yung time na pwede tayo yumakap sa linux
 
Definitely good idea para sa pinas, imagine all the windows license and expensive computers na binibili ng government na nanggagaling sa tax and even then, either may aberyang nangyayari:

Parang nung ang eenroll po ako for senior high (lately lang, about 2 weeks from now), since nag lrt kami, pagdating namin dun sa Grand Central, yung mga information monitors, imbis na safety guidelines para sa tren and adverts ang laman, BSOD ang nakita ko, as in lahat ng monitors. Baka nga po siguro yung mga computers na gamit ng MRT ay windows, kaya laging may problema, idk, but maybe.

,mabagal yung processing ng data kasi mabagal din yung mga computer na gamit, malaki ang masasave na time and money na pwedeng iallocate sa iba.

Kailangan lang po siguro na pag papalitan na, seamless na parang walang nangyari, windows xp like interface (lubuntu or linuxmint) with additional tweaks here and there para sa mga employees na hindi familiar sa linux. And a well thought plan. :)

true, kaso mukhang hindi naman techie si mr. president eh, kaya mulhang malabo, tsaka yung mga nasa dcit mukhang hindi naman interesado sa linux
 
Mostly ng mga kababayan natin na magagaling sa IT, don't want to work in the government. Sad. Though maganda yung idea. I have worked on a company that does not use windows os, mostly gnu/linux for our desktop and servers and some mac os for video editors. My previous company does not use windows because of licenses and are harder to maintain than gnu/linux, though based on experience since most of our users are not used to gnu/linux, minsan nagrereklamo sila na hindi nila alam gamitin etc... dahil sanay sa windows.
 
It's all just a matter of getting used to. Nung early 90's nung nagstart pa lang si Windoze, majority din ng mga tao sa paligid ko yan din naririnig ko. Nahihirapan sila kasi hindi nila alam gamitin etc... dahil sanay sila sa walang computer. Nowadays, it so happened na majority ng household ay Windoze ang gamit. Someday, if our government will take this route, for sure masasanay din ang mga tao kalaunan. Lalo na yung mga nagtatrabaho sa gobyerno.

Ok naman ang Linux Sir, kaso mga pinoy medyo mahirapan pa sila gumamit, dahil may mga software di mag rarun sa linux, kailangan pa ng 3rd party softwares. Open source kasi ang linux medyo di pa masyado nila seneseryoso ang mga software compatible sa Linux, kaso nga libre lang walang financial support.
 
Working for the Government, I'd say mahirap, but achievable kung gugustuhin talaga. Mahirap lang. Kasi sa dami ng applications ng each government agencies, applications na native only sa system ng each agencies, and softwares na 3rd party - na all of these are in Windows platform. We gonna need massive migration ng data, it will take probably more than a decade, and can hamper some services. But yun nga, if gugustuhin, lahat posible.
 
Hmm, I guess mahirap nga, from database migration pa nga lang.. hhhmm.. Im a web developer pero kung nagmimigrate kami ng data gumagawa kami ng parser para mapabilis yung process :)
Now kung sa application nga naman, parang mahirap kasi each government (SSS or other) has its own MIS so, I guess from the scratch nga talaga lahat
