Never stop defending freedom? There is no way we can defend freedom anymore because of the failure of the Aquino administration to address the ills of the country and because of Mr. Aquino's wanton negligence to deliver the government services to its people like job creations, infrastructure, law and order, transparency, and ending corruption. As a result, the masses became desperate and were easily swayed by Digong's political rhetoric and his satirical expletives.
We might be going for another period of dictatorship, unfortunately, this time it is not ruled by a single man, but, by his redneck party which will implement socialism at its best. Democracy and freedom that we knew once, will perhaps, become a story of the past. This coming June 30, the President elect Rody 'Digong' Duterte will begin his government with an iron hand with the auspices of his bloodthirsty stalwarts. Mark my words! He will not implement his plans in abeyance just to effect the change that he once promised to deliver, to the seemingly flattered populace.
What are Digong's plans?
We know that Pres. Duterte is geared towards social reformation. He is bent to change the form of government from a unitary to a federalism and from a democratic to a socialist type. To effect his goals, he needs to:
1. Show an authoritarian rule to instill fear and require submission of the people (criminals or non-criminals alike).
At the same time, this could also be a testing opportunity for him to determine if there can be possible resistance in the future, should he plan to overstay as President, call for a Charter change and/or push- through his idea of Federalism.
2. Get the loyalty of the police/military. Once, their loyalty is gained, everything is under control. The only way to get their loyalty is to give them lofty increases, as the sayings are always true, 'The weakness of man is his pocket', and 'Every man has his own price'.
3. Get the support of the public teachers and the government employees. Increasing their salary would paved the way for more fanaticism, to project his chauvinistic and messianic figure. Who else would want to picket against his leadership?
4. Deal the wealthy Chinese community and some elite businessman. Giving them better offers like security/protection, capitalistic expansion, and some tax cut-outs will eventually pave the way for them to support his administration. When this sector is under control, financiers would no longer participate in any mass actions in the future. Remember, he is a businessman himself!
5. Neutralize the left, right and the Moro. I doubt that Joma will stay in power as he is far from the country and President Digong has gained more popularity in the field than the Supreme Leader. What else would these people want, if he (Digong) is going to support them with their demands along the way?
To the right wing, it is easy for them to be controlled, raising their salary, giving them more promotions, incentives and privileges would make them silent.
To the Moros, President Digong is a close friend of Misuari and therefore, MNLF factions will no longer be a problem. Only, the MILF may pose a minimal threat, but, Federalism will be offered to them and the heat will definitely sink.
6. Talk to the Chinese. It seems that Digong will have no problems with China, as the saying is true, 'Same feather flocks together'. People seems laughing at him when they heard him saying, he is going to the Scarborough shoals, waive and plant the Philippine flag there. People do not know that he may be serious about it. Offering our flag to the Chinese would simply mean our capitulation and our submission to the will of China.
Moreover, our relations with other countries will continually become acerbic, since, the President has no definite stance on the issues in South China Sea. If this happens (and I am expecting that it will happen later), it will be the end of our Mutual Defense Treaty with the US. When, this treaty is abrogated, it will also be the start of economic meltdown, since, most of the investments that circulate around the country came from outsourcing, and the US is our dominant partner in this type of business. Should there be a political instability or a rift in the political system, a lot of these investors will certainly move to Malaysia or Indonesia due to its stable political environment. Remember, Philippines is not the only nation in Southeast Asia where people speak English. Malaysia, Indonesia and Vietnam are vastly changing, improving, and adapting to the latest trends in business development and I am afraid that in the coming years, we will be left behind. Much so that we are always visited by natural calamity like typhoons that make our conditions worse.
7. Increase the national budget. In order for Digong to implement his plans and programs, he would certainly seek for an increase of national budget. I doubt that the present collection by the BIR could hit a target of more than 3 Trillion Pesos even if the tax collection efficiency is raised. Should this target be realized, there should be a need for tax reforms, but, these reforms may only mean increasing the current tax rates or putting another tax labels on our products and services. I am certainly sure that this will harm not only the ordinary and the middle income earners, but, specially, to those who are working in the private sector, and as well as, some businesses and industries like the micro/mini/SMEs.
In the long run, who will heap more of the problems?
My answer to this is simple: the common tao, ordinary taxpayers and small businessmen will be TAXED HEAVILY due to the overstretched budget. Since, a big budget is needed for the increases, there is also a need to increase the tax rates.
Do we still have infrastructure development?
Perhaps, a lot of infrastructure will still be built. However, if the national budget is not met, financing would be possible through the PPP (Public-Private Partneships) and BOT (Build-Own/Operate-Transfer), and since, most of our national budget is directed towards salary increases, the government could no longer finance bigger budget projects, and instead, offer these projects to the private sector which in turn, require people to pay by means of toll fees or thru taxes.
People think that paying toll fees is a lot easy and convenient, but, they don't know that a big share of the fees collected go to the pockets of some politicians and the rest to the contractor's profits. The question is: Could there be corruption in this? My answer is: Still,Yes, because no one really knows the true cost of the project. Only, we are charged a minimum and we don't know if we sum up all the payments, it will turn to be higher than we expected.
What am I suggesting? I suggest that President Digong should allocate funds first to his priority list--infrastructure, such as schools, bridges, health centers/primary hospitals, etc. to remote barangays and see to it that they are properly staffed. The government has to offer a sustainable development plan not only in major cities, but, as well as, to the remote provinces/ municipalities/ barangays and where there is a high percentage of unemployment and high poverty incidence rate. He also needs to stabilize our source of energy or power, for this is the heart of our economy. Without a stable energy/power, it would mean death to our economy. Giving increases to government employees is not a priority and should only be in the bottom of any list, otherwise, he will be turning our economy up-side-down.
In addition to, I feel that there is an imminent danger for all of us Filipinos, young or old, male or female. Not only for fear of our lives, but, by the very institution that we want to protect-- the institution of freedom, human rights and social justice. This is the very institution that made our heroes swore to defend and a legacy given to us. The question is, this institution is now in the brink of a possible collapse and no one dares to have a concern, albeit, majority of us are well-informed or well-educated.
