- Create User for Barangay Added (user type: User = admin, Admin = Super Admin)
- Barangay Official CRUD added with validation (Max barangay captain 1, kagawad 7, secretary 1 and treasurer 1)

Info:
si User ang makikita nya lang is ung Barangay na nka assign sa kanya
for example:
nka assign sa kanya is Barangay 99
so ang makikita nya lang na data is ung Barangay 99

si Admin naman makikita nya lahat ng Data sa lahat ng barangay

Settings Feature:
- Each Barangay User can edit their own Barangay Name, Contact, address and logo (for print certificate purpose)
- Upload Barangay Logo (for print certificate purpose)
- Activity Log (soon)
