try these:
1. Make sure to use the latest version of iTunes.
2. Restart.Turn off your computer and your device, and turn them on again.
3. Unplug extra USB devices. ( Keep only your iOS device, keyboard, and mouse plugged in directly to your computer)
4. Use the original cable of your device.
5. Plug your cable at the back USB port (not front/side ports)
6. Make sure na connected ang PC mo sa Internet.
7. Check your computer’s security software.You might need to update, change, disable, or uninstall software that’s causing an issue. Check your firewalls/Anti-Virus that is blocking your iTunes to connect to the internet.
8. Enter your device to DFU Mode and then restore via Shift+Restore.

mga sir, pao po i fix ung ipad 2 2nd gen 16gb di po naka jail break, bale ang problem po ay loop po sya kapag china charge, lumalabas po ang chrging logo kasunod ng apple logo, tapos nun paulit2 nalng na ganun....thanks po...

Use only Original apple charger with 10 watts for all kinds of iPad para walang maging problem at mag charge ng normal.

Restore nyo po muna ulit sa 8.1 then use nyo yung latest version ng Pangu para hindi mag cause ng ganyang problem.

uninstall, re install your iTunes

Pwede po syang gamitin pang data network connection, not pang text or call. Dipende po yun setting ng APN kung anong network ang gamit nyo.
