possible reasons:

1. Natanggal si spandam sa WG dahil sa enies lobby incident at nag
decide sya na maging broker at sinama nya ung CP9.

2. May secret activities and CP9 (lucci?) na connected sa underworld

Onigumo. Kita naman natin skill at agility nya nun marineford arc at enough yun para ma-handcuff si Marco which is the 1st division commander ng whitebeard pirates na tumatapat sa 3 admiral. eto ang kanyang profile.
