Good day po, may project po kase akong ginagawa ngayon inline with raspberry pi with serial communication , yung set up nya is may nirerecieved si Rpi na mga data galing sa serial port tapos nasasave ito.. tanong ko lang if kaya buh ni Rpi maka store ng much more than 4k records per day, tsaka ano pwede gamitin na language preferred for database management .

you can use C/C++ Language + SQLite rather than using web server like PHP..
ang pinaka madaling gamitin jan is django, based sa case na sinabi mo ah. na test ko na un sa RPi, kaso ung learning curve nya mejo steep kesa sa php. pero once na na gets mo sobrang bilis makagawa ng web app. as in dun na lahat kelangan mo, full stack kasi frontend/backend at built in ung admin page. i dont recommend c/c++ mejo matatagalan ka, and you get the whole python ecosystem which means, maraming library para maka access sa low level part ng RPi (GPIO).

I`ve been Developing this type of program now, I found tkinter para sa Interface ni python dun na lahat ginawa ko in terms of serial communication tsaka database management(Mysqlite) ung problema ko nalang ngayun ung procedure kung paano masesend ung whole database sa isang remote sql(MS SQL SERVER)

Python is a scripting language not a database, no offence TS.
hindi siya si TS?based sa sinabi mo whole database? same lang ba ung schema nung local mo (Mysqlite) pati ung remote mo (ms sql server)?
why send whole? as in kapag click mo ng isang button mag send siya dun? parang e babackup mo lang ung data?
or every changes mo sa local applied din sa remote? kung ganito just use two database connection, one for local, one for remote, then kung ano ung query mo sa local ganun din sa remote,
