AFAIK wala po talagang easy way para ma-convert perfectly ang PDF to AutoCAD.
Try nyo po yung AutoCAD 2018, i heard pwede na sya mag convert to AutoCAD from PDF but i haven't tried yet

Di ko masyadong naintindihan ang about sa Annotation? yung i auto scale mo yung dimmensions para kung mag print ka auto fit na cya sa drawing?
or need paba i auto or configure mo lang yun.

TEXT
compute mo po yung Text Height according sa scale.

example :
Text Height = 2.50
Scale = 1:150

multiply text height x scale

so Text height for 1:150 based on a 2.50 height of text should be 375.

Dimension
Sa Dimension, under FIT tab > Use overall scale of : dyan mo po lagay desired scale to be used.

Under Text Tab naman, usually ang Offset from Dim line is half the height of the Text

Under Lines Tab naman po, commonly i set everything same as the Offset from dim line except for Baseline spacing which is Text Height x 3
