Change Color of my Car

I have Toyota Vios model 2014. the current color is silver and it was renewly registered this year.
I'm planning to change the color from silver to black next year. Ano po una kong dapat gawin mga bossing?

need ko po ba magpaalam sa LTO bago ako magpa change color?

need your advice po.
