However, people often times mistake "utang na loob" as using one's influence to bend one's responsibilities in granting favor to the entity he/she has "utang na loob" with.

Here's the flaw, their responsibilities are to the people and not to themselves. A public official is elected/appointed with powers that are not his but are loaned to him by the people. Because these powers are not his,they are also not his to use for paying any of his debts, "utang na loob" or otherwise.

To concretize, a congressman who was put into power by a businessman should not use his political influence to grant his benefactor special favors that violate public trust. He may help him out in any other way. If say the businessman wants to bid in a government auction under the congressman's control, the congressman may discuss matters with him such as what the best bid that the city wants is so that perhaps the businessman would have an edge over his competitors, but if the congressman just accepts the businessman's bid knowing that there are better offers, that's not repaying "utang na loob", that's taking advantage of the people's trust and taxes to repay his election debts.
