As for the experience requirements you can ask the construction company as far as qualification requirements. The Aussie company is supposed to shoulder all recruitment expenses which is why they've been given a subsidy as part of
the program. All other details especially the one below should be directed to the stakeholders and concerned parties like recruitment agencies etc.;

Eligible skilled migrants who apply for their visa offshore, will receive payments of up to $10,000 at two milestone points:

• Milestone 1 - $5,000
• Milestone 2 - $5,000
