Hello mga ka-symb!
Attached here is ticket.db with FunkyCIA 2.1 which you can use to download all Pre-installed Legit/Legal CIAs.
Only works on Windows with Python 2.7 (https://www.python.org/ftp/python/2.7.8/python-2.7.8.msi) for FunkyCIA to run.
Extract the archive, click the "menu.bat". Launch it, select your region and type the number of game you want to download. Wait until the download is complete and you will have the game in the "CIA" folder.
These games are downloaded directly from the eShop server.
Install it with your favorite CIA Manager (FBI, BBM, DevMenu, NASA).
Credits, Legit games list and command line included on the attachement.
Tested on my 2DS USA, o3DS USA and o3DS JPN both sysNAND and emuNAND unlinked. If you encounter "SD Card remove..." error message, you need to visit eShop, visit the game page you want to play, exit eShop then reload the game installed. Please be carefull units on 10.3 sysNAND and below entering eShop you might get firmware updated and loose your homebrew capability. USE AT YOUR OWN RISK!!!
