possible reason

1. Baka di mo na run as administrator yung xampp mo
2. Baka may application na gumagamit ng port na ginagamit din ng mysql

kuya check mo yung error logs sa XAMPP mo, sigurado may clue ka dun kung san mo sisimulan ang paghahanap sa rason ng error mo. Also gamitin mo ung windows event viewer, namo-monitor nya mga errors / crashes ng mga applications mo.

Click Start > Run > Type eventvwr > Expand Windows Logs > Click Application.

May makikita ka mahabang list, hanapin mo ung mga rows na may nakalagay na Error at yung approximate time na nangyari yung error. Click the row, then may General at Detail tab jan, another clue kung saan / ano ang cause ng error.
