go to settings>>> about phone >>>kernel version (click 4 times)
to enter the test mode functions

click the MIUI version to activate developers option menu

the added developers option menu will be found in

These are the steps I took :
1. Boot to TWRP
2. Format the Data partition, wipe cache & dalvik
3. Reboot to TWRP
4. Flash Xiaomi.eu ROM EU ROM
5. Reboot to System, finish the initial setup and set a lock screen password.
