How does China gets its concession payback?
Remember that the concessionary offer given by China to the Philippines will be to fund the drug rehabilitation programs and other development projects. The question is, do these programs and development projects generate income for the concession payback? The answer is no. Hence, the concession granted by PDu30 may be in the form of concession (contract), concession (territory) or concessional loan. Any of which is a return-earning that we need to pay to China, but, not necessarily monetary or hard currency.
