all I can say is though may captive portal capability ang pfsense, pero para gumawa ng vouchers para sa user accounts, kailangang may access sa pfsense ang gagawa nito.

para sa akin, ang pfsense ay mas angkop para sa for routing at filtering then para sa captive portal mismo, sql at php gamit ko.
