PCCI Paper Processing

I would like to inquire regarding the ownership of my dog. I adopted a Siberian Husky last week and I was the third owner already. Her second owner cannot take care of her anymore due to busy schedule on work. My concern is that the PCCI paper of my newly adopted dog doesn’t have the signature of former owner on “Section A”, I don’t have any contact with the first owner and I tried to find his name on Facebook but I failed to find him, the second owner doesn’t have his contact as well. I would like to seek some advice regarding these circumstances.
